CPA not work on CCX outbound system !!!!

Dear Everyone 

        I have the problem about CPA detecting on my outbound CCX. My call flow is 

 

         CUCM-----(SIP)----->Voice Gateway----(FXO)---->PBX--------->Fax

(Integrate with CCX)

 

        I upload list to CCX outbound (Progressive) and after I get the outbound report there is no count on FAX. even it is the fax number

 

        Please find my configure on router in attached. I need your help. Thank in advance.

I have attached report photo to show there is no FAX detect.
