Faxes showing up in Outlook as .Wavs

One of my remote locations cannot send faxes to our office users in Outlook as .PDF When they send faxes to the users DID/Fax numbers either the phone rings or if its not picked up a .WAV file of the fax beeps is saved in the user's outlook by Unity. What's the cause and how can I correct it?

Rebooting the fax server seams to resolve this issue. If this is in the wrong forum please have the Mod put in the right place
