It shouldn't be forced to a smart account, since you cannot use smart licensing if you have AQM licensing in UCCX. Did you try the typical thing and check the ISO for demo licenses?
EDIT: Looks like that's only true for upgrades to 12.5, and new installs can't even have WFO. Interesting.
"Cisco Workforce Optimization licenses are not supported with Smart Licensing. Consequently, customers who upgrade to 12.5 must continue with Classic Licensing if they want to continue using Cisco WFO."

Well, if you are moving to Smart Licensing, because this is a fresh install, then eval licenses are baked into the process. See this graphic below, which shows you don't even need to register the product with a smart account, and you can use it for 90 days:

EDIT #2: I just installed a fresh 12.5 and I didn't have to connect it to a smart account. You get the eval 90 day thing right away.

Hi Ibrahim,
You can download the 12.5 version from cisco.com and install it, the free trial period to test the application is 90 days, after that you will need to get the token for Smart License.
Hope this explanation is useful.
Thanks.
