Initiating a phone call using HTTP with IPCC Express

I am using IPCC Express 3.5. I would like to have a database of phone numbers, dial each number and play a recording. I can get this to work with a JTAPI trigger, but I need to do this programatically so I have to use an HTTP trigger. Is this possible? what I get is the following error on the browser:

com.cisco.app.ApplicationTaskInactiveException: task no longer running

com.cisco.wfapi.WFExecutionException: contact is not a call contact
