I'm not quite clear on what you mean by multiple SIP trunks - it's not really relevant. If calls are working inbound on your various trunks now, then you can do as you wish with those calls.
To make a call ring on 40 phones you can just configure a broadcast hunt group in CUCM.
I'm assuming you are using CUCM; you have posted in the Contact Center forum. CC apps are not generally designed to deliver calls in that sort of uncontrolled fashion... perhaps describe your requirement more fully.
