Whisper Announcement not working

We are currently experiencing problem on whisper announcement. The whisper  is working when the call flow is CUCM >> CVP but when using comprehensive dial-peer, E1 PSTN >> VG >> CVP the whisper is not working.

Did you configure the DN for the whisper on the OAMP?

 

Change the Whisper Announcement Default Dialed Number To override the DN pattern from the SIP subsystem level in CVP OAMP:

Procedure

Step 1 Select Device Management > Unified CVP Call Server.

Step 2 Select the Call Server on which to override the default whisper DN.

Step 3 Select the SIP tab.

Step 4 Override the default value of 91919191 configured under the DN onthe Gateway toplay the ringtone field.

Step 5 Click Save & Deploy. For Packaged CCE, complete this override on all four CVP servers

Yes there's already DN configured on Oamp, but the 9191* DN is routed to other gateway. I already tried to route to Sip server group wherein both gateways are in the group.
