How do I locate an Account Manger to purchase support contract for Cisco CUCM? I don't think it is currently under contract.

Do you have a Cisco account associated with your company? If so you can check if there is an active support contract by logging in to the support case manager and looking up the serial-number.
If you need to acquire a new support contract you will need to contact your preferred reseller.

No, trying to get a hold of one so I can setup and get account going. Why is this so difficult? I need to find someone who can sell directly to the customer. The customer is a small Local government agency Located in South Texas.

Every business in the US defaults to falling into a commercial territory. Larger enterprises can become "named" accounts with dedicated account teams, as can SPs/webscalers, with their separate sales groups. Schools and non-federal government agencies typically fall under a "SLED" (State, Local, EDucation) territory. There can be some give-and-take behind the scenes as to which account team should own an account, particularly if someone gets a whiff of an impending sale.
