When moving a pair of Cisco ACI Leaf switches from one rack to another, there are some steps you should follow to ensure that they come back online with the same configuration:

Your understanding is correct. Once the switches are reconnected, the APIC will push the configuration back to the switches. However, it's important to make sure that the APIC is fully operational and communicating with the switches before restoring connectivity to the uplinks.
