I was wondering about how many VEMs would the below license allow? is it only 1?

One CPU license, yes.
It depends on what version of the 1000v you want to use. As of the latest version, The Essential version of the1000v is free with no need of a license. You only need to purchase a license if you wish to run the Advanced version.
