Hello!
TOR means "Top of Rack", while EOR means "End of Row". All Nexus 9500 switches are considered modular EOR chassis, as they have field-replaceable supervisors, line cards, and fabric modules. All other Nexus 9000 switches are considered TOR chassis.
I hope this helps! Thank you!

Hi @gavinhans
In addition to what @Christopher Hart mentioned, just wanted to say that Nexus 9300 are excellent ToR switch, but they can also be designed to work as EoR or MoR (Middle-of-Row). Nexus 9000 switches support the Nexus 2000 Fabric Extenders (FEX), so you can use FEXs as ToR (usually 2 of them for redundancy).
Stay safe and Rack-and-Roll!
