I've been working with Cisco Sandbox the last few weeks, specifically CCX v12.5 and have noticed that the "Manager Manager" status shows "SHUTDOWN" 90% of the time and I usually reboot the server to fix the issue. This shouldn't be needed but not sure who to contact at Cisco to advise...or if others have noticed the same issue when you initially get your reservation.
