Hello Patrick,
As you have mentioned, the HIPPA-Dictionary is a text file, as are all of the other Content Dictionaries. The Content Dictionary files are not updated by any means, other than manual updates. You can manually update the Content Dictionaries by adding new words or terms to an existing Dictionary or import and export the files themselves.
