Temporary PXE Encryption failure

We have recently had users that have tried sending encrypted email receive an undeliverable email like the one below. We cannot figure out what the issue is with our Ironport. Is this with our IEA, ESA or SMA? Any help with resolving this issue would be greatly appreciated.

Hello Miguel,
may i ask are you currently using an IEA in your environment as the local encryption ?
Or is the ESA's using CRES hosted encryption service?
This error typically can be ESA to IEA connection issues or IEA is not properly functional
or the ESA to CRES has failing on connection to allow encryption to be done.
