IE3200 boot troubles

I seem to be running into issues with the configuration register working properly on the IE-3200-8P2S switches. I often use a USB stick to transfer images to the switch for staging, but if I leave the USB stick connected during boot, the switch will override my configuration register and boot to the image it finds on the USB stick as well as any startup-config's that are present (it will ignore my startup config on local flash as well in these cases). 

I am booting using packages.conf and configuration register set to 0x2102.

I wasn't able to find any specifics regarding USB being prioritized on this model no matter what. Has anyone else experienced this?

Below is the show ver and show boot.

Hi Minnesotakid, you can set flash as the primary booting device by the "boot flash-primary" command.

I noticed the setting in the show boot command and found the details in this article:

Thanks also to @balaji.bandi who set me on the right path. After setting boot flash-primary this was resolved!
