If it is running a voice or greater image, CME is already embedded in there.
Otherwise, most downloads on cisco.com require a paid support contract.

Try running the show telephony-service command.
If it show an output like the following it means that the GW is running an image that has the feature enabled.
CONFIG (Version=8.1)
=====================
Version 8.1
Max phoneload sccp version 17
Max dspfarm sccp version 18
Cisco Unified Communications Manager Express
For on-line documentation please see:
http://www.cisco.com/en/US/products/sw/voicesw/ps4625/tsd_products_support_series_home.html
(output ommited)
If it says that the service is not enabled try enabling it by running the commands below:
conf t
telephony-service

I was able to enable the telephony-service, now how can I enable the web server to configure the call manager?

to download this will I need a subscription or can I just purchase it?

downloading software is always charged process but if your CCO ID already has the support contract associated with it, then it's free for you. Try logging in to the page & if you are able to download it then it means you have the necessary contract associated & you can download multiple softwares as many time as you wish from CCO

If your ISR has already a CME flavor you can do all the config via CLI, you do not necessarily need the GUI.
