Has anyone attempted to connect a third party GOIP device and have any documentation or information to assist me on this?
Did you attempt to configure the device as a trunk or a SIP phone?

Like a 3rd party call server/call manager?

It was previously connected to an Asterisk system as an extension. I was wondering if anyone has been able to set this up as a 3rd party SIP phone and able to route cellular calls out it or if needs to be configured as a SIP Trunk and route calling to it that way. Right now I cant get it connected either way.
The SIP trunk would essentially designate it as a third party call server.
This is for an installation in Brazil.
GOIP info related to Cisco is very hard to find.

Sorry, I don't understand. WHAT was connected to an Asterisk? A phone? What kind of phone? Cisco IP phone?

I have connected GoIP 4-channel device by DBLtek to CUCME. Device is configured as a trunk. If information on such a connection is still needed, please let me know.
