603 decline on cucm

Hi all,

 

Here is the deal:

 

I have 3x CUCMs, 1x gateway and 2x third party SIP IPCCs.

GW has three dial-peer with different preferences for three CUCMs. CUCM has route list containing two trunks to IPCCs.

I have IPCC set in such way that when waiting queue is full, it starts automatically declining people (sending 603 Decline two whoever sent the INVITE).

 

So I noticed I am getting 6x INIVITEs on IPCC, each answered by corresponding 603 Decline. Seems it goes like this:

1) GW sends INVITE to CUCM1 (1st dial-peer)

2)CUCM1 sends INVITE to IPCC1, receives 603 DECLINE

3)CUCM1 sends INVITE to IPCC2, receives 603 DECLINE

4) CUCM1 sends 603 DECLINE to GW

5) GW sends INVITE to CUCM2 (2nd dial-peer)

6)CUCM2 sends INVITE to IPCC1, receives 603 DECLINE

7)CUCM2 sends INVITE to IPCC2, receives 603 DECLINE

8) CUCM2 sends 603 DECLINE to GW

9) GW sends INVITE to CUCM3 (3rd dial-peer)

10)CUCM3 sends INVITE to IPCC1, receives 603 DECLINE

11)CUCM3 sends INVITE to IPCC2, receives 603 DECLINE

12) CUCM3 sends 603 DECLINE to GW

13)GW sends 404 host not found back to provider

 

Seems that both CUCM and GW upon receiving Decline, try to go on through dial-peers, lists etc. Shouldn't they be aware that users on purpose declined the call and thus further search should be stopped?

How to achieve this?
