7821 Phones Not Registring to CME

I am unable to register 7821 phone to CME.

When i debug i am getting below error:

Can you check in flash whether you have this config file (SEPF0B2E5773222.cnf.xml.sgn) is generated ?

"Type 7821" command is there in phone configuration
