We are trying to update the 7925G phones from the 1.4(3)SR1 firmware to 1.4(8), however for phones that have been connected to the CUCM cluster they will not update. We have tried doing a factory reset of the 7925G phone and it still will not pull the firware file from the TFTP server.
Now if we take a 7925G phone that has not been connected to their cluster it will boot up and download the file without issue. Or if we update the phones via USB or manually through the web interface it works. It just won't pull the update automatically from the TFTP server. We have verified as well that the certificates have been deleted from the 7925G phone but nothing makes a difference.
Has anyone ever run into anything like this?

Was the TFTP server restarted on the CUCM server?

Yes, the TFTP service has been restarted on all the CUCM nodes and we have verified the firmware is there. It is hit or miss as to which phones will download the firmware. We are going to spot check them all after we push the update to see how many have to be manually updated.
