7960 phones fail to register to CUCM 8.5

We are in the process of deploying a CUCM system which supports sites spread across a wide geographic area. We have twenty 7960 phones that are moved from site to site for end user phone training. On the last such move the phones failed to register when they were connected; they toggled/looped between "Configuring IP" and "Configuring CM List" indefinitely. After a few days worth of troubleshooting we realized that if we hit the "save" button for the phone in the CUCM admin page the phone immediately registered. We also have 7962 phones in the same group of training phones and these were not affected, they registered without issue. Why are the 7960 phones failing to register until we hit the "save" button? We know the solution to the problem, we are just trying to pin down a cause. Any help is appreciated!

When you hit "Save" this will initial a phone restart, which refreshes the configuration file on the cluster's TFTP server.  This refreshed file allows the phone to reconnect to the CUCM with a different IP Address from what it previously had. This only effects the older end of lfe or soon to be end of life phone models.
