I suppose you are adding power (via poe or external supply) while keeping the # key pressed in. Then when the 6 line-buttons are flashing you press the key-sequence above.
Do you mean you see the phone not booting when you go through this process again of keeping # pressed and waiting for the line-buttons to flash (do the line-buttons not flash after the headset/mute/speaker buttons?) etc. If you can't get it up and running via the factory-reset procedure and the phone is not booting at all without, you might be looking for an RMA honestly ... This can be done by opening a tac-case (if you have a valid ESW service agreement)
