8800 Series phones not discarding pre dot and when dialing on hook

We have a handful of 8800 series phones. We dial an "8" to get an outside line. Our route patterns discard the "pre dot" before sending the call out to the PSTN. This work flawlessly on 7900 series phones. Our local area code is 520.

 

On the 8800 series phones if I 10-digit dial a number in our local area code 8(520)555-1212 the call works if I either lift the receiver OR hit the speaker button first. But if I dial the same digits "on hook" then lift the receiver, the call fails. When this happens, I see the number being sent out as 88(area code)number.

If I 7-digit dial "on hook" 8555-1212 the call works fine.

Does anyone have any ideas?

Looks like it matches an Rp which prefix 8. 
Is there a  alternative RP match ?
