Cisco 8845 will not start video from axis I8116-E door station until camera shutter is toggled on or off. When call comes in from Axis door station there is no video. If I change the position of the camera from open to closed or from closed to open video will start.

Axis tech support directed me to install latest firmware, and set the Video profile to "baseline" in the SIP account settings.
One I8116-E was already at latest firmware and I was able to set the H.264 profile to "baseline" as suggested. This fixed the problem.
The second door station required an upgrade to latest and I was then able to edit the H.264 profile as requested.
Both stations are now 100% operable.

Does the Axis device send an early offer INVITE that includes video SDP lines? If not then ask Axis support how to fix that.
The shutter closed/open is probably triggering a SIP re-INVITE from the endpoint to drop and add video. CUCM should be extending those re-INVITEs to the Axis, at which point both sides agree.
CUCM SDL logs would confirm all of this.
