I have CUCM 11.5.1 and I installed latest software for 8865 plus devicepack and now when I go to CUCM ccmadmin>Device>Device Settings>Device Defaults> I do not see the Phone 8865 listed. Why?

I'm running 11.5.1.15900-18 with cmterm-devicepack11.5.1.16083-1.cop and I see the device listed, did you try searching in the page?

Sorry my mistake 8865 is in dual bank. Searching for 8865 was much easier.I will keep in mind next time.

Restart the Cisco Tomcat service on all nodes.
Restart Cisco TFTP on all servers where this service is running.
Restart call manager service on the Publisher; if running
