8961 Phone not downloading tzdata

Hello.

My country no longer uses DST so I need to update my phone timezone data to show the correct time for our timezone. 

I am using a third-party call manager, I found and put the latest tzupdater.jar on my tftp server. 

Adding 

<tzdata>

<tzolsonversion>2025b</tzolsonversion>

<tzupdater>tzupdater.jar</tzupdater>

</tzdata>

to the SEPMAC file apparently does nothing. the phone does not download it from the TFTP server.

I have already added this tag in the <dateTimeSetting></dateTimeSetting> section of the SEPMAC file. the phone does use this parameter when set, but it's still an hour ahead.
