Adding new IP Phones to CME 8.6

I have 2921 running with CME 8.6. Now, I need to add new IP phones. Ive purchased CM license for each Phones plus Feature License for Communication Express with bundled 25 (FL-CCME-25). My question is, do I need this FL licenses to Work? Will this be installed in the router? What impact if I will not purchase this Feature License and RTU phone Licenses?

CME licenses are paper RTU licenses that do not get applied to the system.
