Adhoc conf call to a PSTN number fails in CUCM - Conductor setup

I have a CUCM, Conductor, TelePresence Server setup to handle video conferencing for Video Phones like DX650 and 99xx video phones.  This setup is done to handle multi layout in the video phones during multi party call.  This is working perfectly for all internal calls.  The participants can be audio or video.

In one situation, when a adhoc conference is established with two internal video phone users and a PSTN audio number,

Adhoc conference is successful.

All participants are able to hear audio & video for a brief period (approx 30 secs).

After 30 secs, PSTN users does not hear anything though the call is still active.

Looking at conductor logs, it shows that the call is active but with only one of the video participants.

TelePresence Server conference shows that only one participant is active and the other participants are in disconnected state with reason as "timeout".

This is the error seen in the TelePresence Server log at the time of media failure.  "Ending call due to INVITE transaction timeout"

I browsed support forums and found that the below things are configured as recommended.

"Max incoming message size" is set to 11000

iX protocol - is disabled on both SIP profile in CUCM and also in Conductor template.

What could be the reason for this failure.

This message indicates that the telepresence server sent and invite, but it never got an ACK back. So the remote party, obviously would have started sending RTP./audio  based on the INVITE, but because Telepresence never got an ACK back from CUCM, its closes the connection, this is why your psnt user will hear silence.

you will need to obtain the cucm trace of this particular call, and add to this post.
