Hi,
I would like to know that is that is it possible we can add Alcatel Phones to Cisco Unified Call Manager. Please let me know if anybody knows about this.

Assuming they're SIP phones you would need to follow the generic SIP 3rd party endpoint instructions to register them.

Alcatel 4059 IP PC based Operator Console - it is attendant console. You can't use it, because it uses specific protocol with PABX.
All other 40x8 phones - depends on their HW edition. If it contains EE at the end then you cal load a SIP binary on them and use as a basic SIP set with CUCM.
Alcatel 610 Mobile IP Touch - Wi-Fi set, if i remember right Spectralink OEM. It uses specific binary so i am not sure whether you can you use without FW reload.

The only option here is if these phones support SIP then these can be added as third party SIP phone on cucm.
