Is it safe to plug in ATA186 or ATA188 on POE Switche instead of regular switch. ATAs come with external power source and just wanted to know if receiving power externally and also over Ethernet via POE switches can damage the device. The customer has (ATA) devices connect to Analog Phone for Emergency Services.

Yes, this will work fine. The switch will only send power to a connected device if it requests it. The ATA will not request power.

Just to get my thoughts clear the IP Phone by default request the power from switch and other devices such as ATA will not request the power unless configured to do so.

As an example, customer plugged in one of their door security access device into a POE switch and it turned out that the NIC card on a door security device burned due to excessive power one externally and the other from the POE Switch. The vendor of the device then requested to disable the POE on a switch port "inline power source never".

I don't think we need to do this for ATA as you mentioned that switch only sends power when requested and may be third party vendors' devices doesn't have this capability and would always receive power regardless.

That is correct. The switch will not send power unless requested to do so. The ATA will not request power. I'm not sure what happened with the NIC that you mentioned, but a Cisco switch should not send power to a device that does not request it.
