We recently procured 3 units of CISCO ATA 190 to connect our analog conference devices into CUCM 11.0.1.
We have deployed around 120 CISCO SPA 514G for our end users.
I could not able to configure the ATA 190 manually via Web browser since all values on the each menu are not editable.
I already created new phone on CUCM but still not able to connect.

Does the ATA obtain proper TFTP option from the DHCP server?
Have you run through the checks outlined here:

Access the device via IVR requires 16 digit of activation code, we have no activation code. do I need the activation code?
also it using essential license provided by CUCM.

I have the following configuration - three Call Managers in a standalone cluster - one publisher and two subscribers. CM System version: 12.5.1.11900-146. Latest ATA 190 firmware - cmterm-ata190.1-2-2-003_SR1-1.
For ATA 190 to successfully register in CUCM check and do:
Installed latest firmware 1.2.2(003_SR1-1) in the CallManager(CM) or CM cluster;
TFTP service Started and Activated on all CallManagers;
DHCP server up and running to serve the network;
Then follow the workarounds from CSCun74479:
ATA190 DHCP Option 150 TFTP server IP address not used
CSCun74479
Description
Symptom:
ATA190 will not use the TFTP server IP address provided by the DHCP server via the option 150 parameter.
ATA will not know which TFTP server to query in order to download its configuration and eventually register to CUCM
Conditions:
ATA 190 with 1.1.0(004) firmware or earlier
Workaround:
There are two workarounds,
1. Define option 15, domain name, on the DHCP server.
2. Configure TFTP server address manually via IVR or webGUI
For IVR, hit ****
Enter password, default is 24726
Enter option 221 to configure TFTP server IP address
Enter option 110 to Show IP address of the ATA
For webGUI, go to the webpage {IP address taken from option 110}
Login as admin,
username admin
password admin
Go to Voice >> Provisioning
TFTP Server: {enter IP or name of the Publisher}
CUCM Domain Name: {Your Domain Name}
Provide line 1 and line 2 with DN and the ATA190 registers successfully in CM and is ready for phone calls.
Hope this help.
