ATA will not update loads

I have a new ATA 187 and i have it setup in a SIP config on our CME, but i cant get it to update to the newer load i have

when i was first setting up the CME i set the first ATA as a SCCP but it did not work, that one did upgraded its load while under the SCCP config. i found i had to get it over to SIP in order for it to work. but now i have the second ATA up and running but it will not upgrade to the newer load. the problem i am having is the analog phone on that ATA can't access voicemail and it will not leave a voicemail on another extension. This is not a problem on the ATA that has the newest load on it. So best place to start is to get the ATA that i having issues with to the same load as the ATA that is working. i have confirmed i have all the correct software on the flash and proper "tftp-server" commands.

Which version of CME you are trying ?

Try to give below command under voice register global..

load ATA-187 ATA187.9-2-3-1

Just 2 days back I have upgraded the fw on CME 10.0 for ATA 187 and I did below for that so you can compare your config with it and try.

Like i said this is a new install, I am running version 10.0 with IOS verison 15.4(2)T. Changing it to ATA-187 did the trick. I got the ATA to update its FW.
