A end user is reporting issues when he is on conference calls and two way calls. He stated that he gets "static" (or hears bubbles) for a period of time, but it disappears quickly, and then, he hears it again.
No one else located on the same router is experience problems with audio.
PS - I am new on this business, so please bear with me while I get some experience.

It would help if you could tell us the type of system and phones that are involved.
Static is usally an analog issue and could be caused outside the VoIP environment. Not sure about "bubbles."
One thing to do is try to swap out the phones if you have a spare.

We use 79 - 42,45 and 46 series.

Since you have the C210 I'm assuming your CUCM servers are VMs. What version are you running.
Also, when the issues are reported are they for internal calls, external or both?
Are you using hardware or software conf bridging?

That's correct its servers are VMs.
The version its running 4.1.0
External calls only
Hardware conf. bridging.
