Avaya phone no dial tone on Cisco network

A Cisco IPsec VPN tunnel is setup between Avaya call manager and Avaya G9611.  G9611 phone gets all the settings from the call manager but no dial tone.  Cisco ASA has allow any to any on TCP/UDP ports and IP addresses.  Computer is working fine on the same setting.

I static assign all network information on the Avaya phone.  Any help is greatly appreicate.

I would recomend you to move this post to VPN Security forum or Avaya support Forum because generally the discussion are about Cisco Telephony (not Avaya).
