Can somebody give me cisco download link to download BOOTABLE CUP 8.6(4) iso

Bootable versions are not posted on CCO and need to be requested via PUT.  PUT will ship current shipping version and to get to other future release you will need to perform an upgrade during the install.

Off course others have changed the non-bootable to bootable ISOs, which you can find information on here and other places, but keep in mind that it is not supported.

Thanks for prompt reply. I have CUP 7.0.3 bootable disk and planning to install that first and then upgrade to 8.6(4). In that case I require refresh upgrade cop file. Can you tell me please from where I can download refresh upgrade cop file for release 7.0.3 to 8.6(4)

You cannot upgrade from 7.0 directly to 8.6.4, you need to be on 8.X first, see release notes:
