AFAIK it is just like updating a setting on the gateway through the webpage of cucm, it does not need to delete and readd the entry in the database. The same will apply to the IP phones, if the entries are deleted and readded when updated through bulk, it may result in issues like registration failure and others. Nothing in the documentation though that describes this in detail.
