Busy signal when trying to access overhead paging system

Created a VG202 gateway to accommodate overhead paging with Broden TAMB2 access module. Configured the DN "#92", endpoint in call manager. Everything is as instructed, but when I dial the DN to access the paging system all I get is a busy signal.  Anyone got any thoughts.

What protocol between CUCM and the FXS port? If MGCP/SCCP is the port registered? If H.323/SIP, what do the traces look like for the call on the VG202?

MGCP, port is not registered. How do I trace on a VG202XM?

New to this type of setup.
