Call forward goes to voicemail from 1 user only

We have 1 user that when they try to forward a call to a specific user the call goes directly to voicemail. But anyone else can forward a call to the the same user and the call will ring without an issue. Additionally if they try to forward a call to the secondary line on the phone the call will ring and go through like normal. They are running CUCM 8.0(3), which was upgraded from 4.1(3) back in december. I have checked and they are all part of the same partition in Call Manager and the same Calling search space.

Any ideas would be greatly appreciated.

These are always interesting "detective work" style problems

I'm guessing (sorry) that when you say Forwarding a call you are referring to a

Call Transfer. Is this correct?

It almost sounds to me that the User at the Transferee location may have set up

something like Personal call Transfer Rules in your Voicemail system that see the

problem user number/DN come in and route directly to VM;
