Call forwarding using VOIP for WebEX calls

Our company uses WebEX extensively, and with that comes the high operational cost of toll-free and long distance call charges. 90% of our WebEX calls are solely internal users joining, but as WebEX no longer does on-prem solutions, we are unable to mitigate these operational costs in the current way we are doing things.

As we were brainstorming possible solutions to lower these costs, an option other than looking at different products came to the table. Just use VOIP to call in. This is a rather obvious answer, except for the fact that very few users have a microphone/headset, and it already has been decided that purchasing 5000+ professional grade microphones/headsets was not a viable solution at this time. Each associate does have a Cisco IP phone (7942, 7962, or 8811). 

So after the long winded introduction, here is the question:

Is there a way to have CUCM, the Cisco IP phone, and/or WebEX function in such a way that we can use the Cisco IP phone to establish a VOIP call, or CUCM transform the SIP call to a VOIP call when dialing the LD or toll-free number of our WebEX bridges?
