Hello,
I am setting up a lab
I have a MCS 7800 server running Windows Server 2000, I installed Call Manager 4.2.3
I have that hoked up to a linksys unmanged switch, with a 1760 router hooked up to it
I have DHCP set up on the server
The phone is a 7940
I and actiated all the the services and components on the server and the CM
I added a TFTP server to the CM
I can ping the router and the phone from the server, the phone is getting an IP from the server.
However, when the phone boots, it stays at registering, it does not appear to attemp a phone load.
Not sure how to troubleshot at this point
Any help would be appreciated.

You need to build the phone as SIP phone in CUCM, though I dont think that is available in your version, not sure why you would want to do that anyway. SIP would not work very well on CUCM 4.2 as it was in early stages.

In your DHCP scope did you add option 150 that points to the TFTP server IP? Is it showing on the phone under the network settings?
Is the phone configured in CallManager or are you using auto registration? Is Callmanager service started? What messages do you see under message status log on the phone?

Chris,
I did not add option 150
The phone has a corrrect IP, I can ping the phone
I am using Auto reg, I also tried without auto reg and manuall iserted the phone
The messages are TFTP error and no CTL file

No CTL is expected, there should be more messages. Can you try browsing the IP address of the phone from a web browser and see the console logs?
Is CM service started on your server?

Yes, firt service listed on the service activation page, same place you activated TFTP.

I configured scope options on my DHCP server:

Phones are working.
How do I switch to a SIP config ?
I could not download a SIP config from cisco.com
