Call manager route pattern

Hello, If I have publisher in site a and site b have a subscriber where site b phones are all register to subscriber. Also I have two voice gateways on both sites with dial peers configured. If my wan connection goes down can the subscriber have phones dial only 4 digit extension locally on site A but what about dialing 4 digit extension to remote sites can you do that or does that call routing is control by the dial peers on the voice gateway or is the route pattern in cucm take effect when calling remote sites? If the phones at site A are registered with the Subscriber at site B then in case of WAN failure the phones should register to the Publisher if the Publisher is added as a secondary server in the callmanager group. If that is not the case then you need to configure the gateway on site A for SRST so that the phones can register in SRST mode and use dial-peers for call routing decisions. However, WAN link failure will break replication between Publisher and Subscriber which will result in several issues on the cluster.
