Ali,
You will have to READ the 8.6.2A release notes.
According to the CUCM software upgrade matrix you can go directly from 7.1.3 to 8.6.2a so long as your hardware suports the upgrade.

Alex.

Hi Ali,
The upgrade from 7.1(3) to 8.6(2a) is a direct upgrade path as shown;
Check out Table 4:
http://www.cisco.com/en/US/docs/voice_ip_comm/cucm/compat/ccmcompmatr1.pdf
So you won't have to run a multiple hop upgrade, but the move to 8.6 does incorporate
a new "Refresh" upgrade portion (see below)
You will have to determine what version you current servers will support this is the "master" list for Server support;
Supported Cisco Unified Communications Manager Releases by Server
Check out this great doc from Saurabh for the refresh upgrade notes for the final step to 8.6.
This Refresh Upgrade will also apply to your CUCM 8.6 final step;
And read great the attachments from Ryan
Cheers!
Rob
