We could really do with a lot more information.
What connectivity have you to the PSTN. Do you use ISDN? if are the circuits up?
Is this a new installation? has it working in the past

At the very least, you need to mention what the exact call flow is, if this is CUCM/CME, what version you're using, if this is a SIP trunk, or TDM, if TDM, what you use, etc.
Otherwise, I suggest you reach TAC so someone can log into your system and find that information.
