One of my clients is a police station using CUCME/CUE. A recent lightning strike has taken out a legacy call recording system and they are looking for a replacement.
Do you know if there are any such systems (Cisco or third party) that integrate with CUCME?

As Adrian said (rated). Any "snooping-based" sytem will work.

there is also live record which is included free. Its limited and must be turned on by the users. The recordings are then stored in their voicemail boxes.
Be careful if you are going to have multiple phones with the same ext (ex: softphone). the 3rd party solutions dont work well with that case.

I think that Live Record is not scalable solution for call recording.
