We staff phones and customer phones in one location. Staff phones have a mask of 888987XXXX and customer phones have 888789XXXX. When customers place calls the recipient is getting 888987XXXX even though the external masks on all customer phones is correctly configured to 888789XXXX.

Is the route pattern or route list configured to "use external phone number mask"?
What type of GW are you using, is it SIP/H323/MGCP? Is this on a PRI, if so what is "debug isdn q931" showing as calling number?

Have done the debug. This is not on the PRI. Call manager is sending the incorrect digits. I have tried to force it in the route pattern with no success.

So, what is the "external phone number mask" defined on the DN? Is it what is being presented or something else?
Can you post the debug along with the DN configuration screen shot?

It is set to 478832XXXX but it is sending 478238XXXX

Have you run it through Dialed Number Analyzer?
It is difficult to assist you if you partially answer questions, this is obviously an issue in your configuration, so please provide screen shots of:

Gateway configuration (perhaps you are translating it there)

Nothing in there for Route Groups or Lists.

Browse to Route List, find the one you expect to be used, on the bottom under Route List detail click the link to the Route Group, what is under "Use Calling Party's External Phone Number Mask" and "Calling Party Transform Mask".
PLEASE POST "sh run" from the GW for review.
