If I'm logged out of a Cisco IP Phone that has the Cisco CallManager Extension Mobility feature configured for it, would I be able to make a 911 call?

That will depend on how your logged out device profile is configured (CSS and Partitions). If the logout device profile (usually the configured phone in Device > phone) does not have access to the 911 route pattern via CSS it will not be able to dial 911

Yes, you can check out the CUCM Features and Services guide and the extension mobility section outlines the steps pretty well, you can view it here:

Also, for the specific logout profile to answer your question, it can be found by going to Device > Phone, scroll down to Extension Information and click the Enable Extension Mobility checkbox and select the logout profile. By default it is set to Use Current Device Settings.
