Does anyone know of a reason why a user can call a home/business phone from the US to Germany but not a cell phone in Germany (Just get a busy tone).
Digit Collection Timeout has been extended with no luck.
Dial Pattern is set to 9011T with no luck.
Have even removed all dial patterns and added a user defined 9[0-9]T with no luck...

Try setting sending-complete ?
Your call may be just correct and turn out to be a telco routing issue. Rare, but may happen.
So let's see the trace first.

FYI,
I tried to call two separate cell phones in Germany with same results.
Local numbers are 13 digits and cell phones are 12...my head hurts trying to figure this out..

Do you use the 9@ NANP as this will be more explicit from the 9011T pattern- maybe the 9@ for Germany is fixed for 12 digits.Create an exact route pattern for the Germany Mobile and test again so you bypass any other route - what does the q931 show?

Here is the q931

Cause i = 0x80E3A1 - Information element not implemented
Call State i = 0x01
012407: Sep 30 16:45:21.938: ISDN Se0/2/0:23 Q931: RX <- RELEASE_COMP pd = 8 callref = 0x818E
Cause i = 0x809C - Invalid number format (incomplete number)

That's not correct:
Plan:ISDN, Type:International
Known problem, router is incorrectly setting pan/type when it sees 011

isdn map address . plan unknown type unknown

I am not running any routers.
I have 2 switches and then the Pix.
Could you please clarify?
Never-mind, I believe you are talking about the router coming in then going to the PBX.? I think.. ;)
