Can PLAR be configured FXO or FXS?

I see this document

But when I search in NetPros, I see a lot of examples of FXO and PLAR.

Basically, we want to use the IP phone, hit a speed dial button, the FXO/FXS goes off hook (PLAR) to a provider.     I cant get the provider to tell me what the heck he has.  If he is providing ring tone or not would tell me to use FXO or FXS correct?

Or does it matter since its PLAR? (I believe for outgoing only)

What type of device are you connecting to? Is the device on premise or across a trunk? Are they expecting digits to be sent? If so, what digits? I suppose you could try both configurations to see which one works.
