Under telephony-service I enter the create cnf-files command. I get this message:
Creating CNF files
CNF-FILES: Clock is not set or synchronized, retaining old versionStamps
The XML file doesn't seem to be created in the system:/its directory.
I've uploaded the phone loads and specified them under telephony service. In fact, my IP phones have successfully loaded themselves from the CME.
My platform is a CME running IOS 15.1(4) and CME 8.6

Hi Joe
The create-cnf command is very much tied to the system time of the router. If the clock isn't set correctly, then you will get this message.
Manually set the time on the router, or use an NTP Server.

Add an NTP entry to the router. The CME is looking for an NTP server to verify the time.
The phones check the timestamp that is set in the xml configuration files when they boot.
"create-cnf-files" clock message is a warning that even though you have made change on xml configuration, timestamp cant be changed unless router have a valid clock. Configuring NTP source will be the best way to fix this.
