Cannot recieve outside fax on a 2851 with VIC-4FXS/DID card.

I have the 2851 Configured in call manager.

The FXS cards are setup as POTS.

The CSS and Partitions are correct.

Nothing is blocked.

I can send and recieve faxes internally with 5 digit dial.

But cannot receive anything from the outside. You can hear the fax

tone but the handshake never completes.

The only difference between this gateway and another that I

have working is the FXS Card. The one that works that one

is a VIC-4FXS card.

Any thoughts?

What fax protocol are you using end to end?

Is it T38, passthrough, relay, etc?  You need to ensure you configure single fax protocol (supported with voip protocol you are using) across, for example if you voice ingress GW is configured as protocol-based T.38 with H323, and your fax machine is connected to FXS port configured as SCCP it will not work as SCCP does not support protocol-based T.38.  There are lots of protocol dependencies between fax protocols and voip protocols and you need to ensure your environment is compatible end to end.
