Cant transfer/Conference after upgrade

I upgraded from 6.1.3 to 10.5.1 (upgrade when fine used "drive to 9" then upgraded to 10.5.1). Now when I want to transfer a call I press transfer soft key it give a dial tone for a split second and puts the other call on hold and no option to dial a number the call just sits there on hold (similar problem with conferencing).

Any ideas?

What's the exact call flow??

Also could you confirm the phone model and firmware version and whether you are using a headset while attempting the transfer ?
